Adult Literacy Policy – a review for the National Adult Literacy Agency (2009)
This document reviews developments in the field of adult literacy policy in Ireland in recent years and considers recommendations for the future.
It proposes that the object should be to reduce the proportion of the population aged 16-64 in the lowest category of literacy from an estimated 24% in 1995 to 12.5% in 2020. Over the period to 2020, this would require a substantial increase in funding for adult literacy education.
